On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive urging the Ministry of Finance, which oversees the country’s legal state lottery, to work with the ministry of public security to better manage this problem. The directive calls for the ministry to reduce drawings from two to one per week and deal with winnings in a more transparent manner. It also bars informal football and lottery chances sold through short messaging services.
