The communist state of Laos is rife with corruption, and lottery officials in the country’s capital have been accused of manipulating winning numbers. Drawings from the official state lottery are held three times a week, but winning numbers sometimes appear to disappear from purchased tickets. For example, on Oct. 14 this year, the number 509 showed up on ticket purchases only as a 5. The country’s prime minister has instructed his ministry to address this issue, but authorities have not publicly disclosed how they plan to do so.

In Vietnam, where the social security system is not yet robust enough to handle the country’s poorest citizens, lottery ticket sellers make up to 230 000 VN-Dong (about 10 US-Dollars). These earnings are often just enough for them and their families to survive. On lucky days, the sellers can even break even. One such seller, Huong, is a single mother who is expecting her first child. She chooses selling lottery tickets over the socially detested practice of begging. Her story is told in the film Hanoi Lotto, a critically-acclaimed documentary that explores poverty in the Vietnamese capital.
