For example, on Oct. 14, the winning number 509 appeared only as 5 on purchased tickets throughout the day of the drawing, a source in the capital city of Vientiane said. The number is deemed unlucky, and many people wanted to purchase tickets with that number, the source said.

In addition, private companies have begun offering lottery-style games through the Internet, attracting a large number of players. This “tax” was declared illegal by the Quebec Court of Appeals in September 1968.
