In Laos, officials are rigging the country’s legal state lottery by manipulating drawings to avoid large pay-outs, sources in the communist nation tell RFA’s Lao Service. Drawings frequently show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen. The number 509, for instance, appeared only as a five on tickets sold throughout the day of Oct. 14 this year.
A government official, who spoke on condition of anonymity, criticized private business interests that control the lottery. “They should not be responsible for the national lottery because the drawings can’t be trusted,” he said. The official added that the companies involved have connections to Lao families and members of the ruling elite.
