In the United States, state-sponsored lotteries are a source of revenue for schools and other public works projects. In addition, the proceeds from some states are used to fund health-care systems. In Europe, lotteries are largely legal and are often referred to as “public lotteries.” The European Union established the EuroMillions in 2004 and oversees it. The prize pool reaches about EUR2.4 billion annually and is divided equally among the winning tickets. Several private lotteries operate in Europe as well, including the UK-based Camelot Group, which operates EuroMillions on a pan-European basis. The International Lottery in Liechtenstein Foundation (ILLF) pioneered Internet gaming, launching the web’s first online lottery, PLUS Lotto, in 1995 and processing the first Internet gaming transaction. The company operates a number of websites, referred to as the ILLF brands.
