Lao state officials are rigging the national lottery to avoid paying large winnings, sources in the communist nation say. Drawings of the state-sponsored lottery often display numbers that disappear from purchased tickets, or that are deemed unlucky and are unlikely to be chosen, the sources tell RFA’s Lao Service. For example, on Oct. 14 this year, the winning number 509 appeared only as a five on tickets sold throughout the day, while it was shown as a five on television only an hour before the drawing was held, the sources added.

In Laos, state government officials are reluctant to investigate allegations of rigging, but they have recently sent a directive requiring that the Ministry of Finance, which oversees the country’s legal state lottery, work with the police to ensure lottery drawing results are more transparent. The directive says state lottery officials must reduce the frequency of drawing from two to one a week and deal with complaints more promptly. It also requires that informal football lotteries and lottery chances purchased via short messaging services be closed down. The directive was sent from the office of Prime Minister Thongloun Sisoulith.
