In Laos, the state-run lottery has been accused of rigging the system and manipulating winning numbers. Drawings for the state lottery are sometimes held twice a week, but winning numbers often appear on purchased tickets just before the drawing, and they are deemed unlucky or unlikely to be chosen. The office of prime minister Thongloun Sisoulith sent a directive on Aug. 17 asking the Ministry of Finance, which oversees the lottery, to work with the Ministry of Public Security to manage the problem. The directive calls for drawings to be reduced to one a week, and it orders that the lottery’s winnings be handled more transparently.
