Lotteries are games of chance based on the drawing of numbers to win a prize. They are the most popular form of gambling and generate significant revenues for governments. They are also used to fund public education. In the United States, lottery sales account for approximately 10% of state general funds and are the largest source of revenue for state schools. The lottery industry has also spawned numerous innovations such as instant tickets, digital scratch-offs, and online gaming, and is growing rapidly as the popularity of online gambling continues to rise.

There are more than 100 state-regulated lotteries in the US and dozens of privately run and unlicensed lottery games. These include state-owned lotteries operated by private corporations and non-governmental organizations, and privately owned internet sites that offer instant games, online scratch-offs, and televised draw games. Many of these sites are based in offshore jurisdictions where regulations are lax. Some of these sites are known as rogue or gray market operators, which are not subject to the same regulatory oversight as regulated state-licensed lottery companies.

The social security systems in Vietnam aren’t yet able to handle the number of poor Vietnamese people that need help. For some of them, selling lottery tickets is the only way to earn money. On lucky days, a lottery ticket seller can make up to 230 000 VND-Dong (US-Dollars), enough for her and her husband to survive as shown in the following video of a single mother from Saigon.

Government officials in the communist country of Laos have been accused of rigging the lottery system, with winning numbers appearing to vanish from purchased tickets and vanishing altogether during official drawings. This practice has led to a public backlash, and Prime Minister Thongloun Sisoulith has now sent a directive requesting that the ministry that oversees the legal state lottery take steps to improve its operations. A number of the businesses that conduct lottery draws are controlled by family members of government officials, sources in Vientiane told RFA’s Lao Service. The directive calls for the number of drawings to be reduced and winners to be handled more transparently. It also seeks to close informal football lotteries and the sale of lottery chances through short messaging services.
