But access to the number was cut off throughout the day and only restored an hour before the drawing.

Other officials and lottery enthusiasts are concerned that private business interests have a stake in the lottery’s operations. They say that the companies responsible for the lottery include individuals with connections to the country’s ruling elite. The companies also make no public disclosure of how much they pay to the government for the privilege of operating the lottery.

In Canada, purchasing a lottery ticket is legal and there are four nationwide lotteries: the Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Club. All are administered by the Interprovincial Lottery Corporation, a consortium of five provincial/territorial lotteries: Atlantic Lottery (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, and Nunavut). In addition to running lottery games, these groups oversee the marketing, promotion, and management of the national lottery. They also regulate and license the operators of the other provinces’ lotteries.
