The state-run National Lottery, founded in 1994, is the largest in the world. Its prize pool averages more than EUR2.4 billion per year, and its top prize/jackpot is awarded to–not split by–up to 180 winning tickets.

Laos Lottery Officials Rigging System

Officials in the communist nation of Laos are rigging the country’s lottery system and manipulating winning numbers to avoid large pay-outs, sources tell RFA’s Lao Service. Drawings of the national lottery often display numbers that vanish from purchased tickets or that are deemed unlucky by players, the sources say. For example, the number 509 appeared only as a “random number” on tickets sold throughout the day of a recent drawing, then mysteriously changed to 134 an hour before the drawing took place.

Although gambling is illegal in Laos, many foreign-based online casinos accept players from the country. These casinos usually have a license issued by a recognized authority. However, there are still some reputable sites that do not offer a casino license and should be avoided.

The International Lottery Foundation of Liechtenstein (ILLF) is a government-authorized and state-controlled charitable foundation that operates Internet lotteries and supports charitable projects and organizations domestically and internationally. The foundation is a pioneer of Internet gaming, having launched the first-ever Internet lottery in 1995. It is a member of the Association of National Lottery Operators and the European Lottery Association.

Prior to 1967, buying a ticket on the Irish Sweepstakes was illegal in Canada. In that year, the federal Liberal government passed a special law, an Omnibus Bill, to update a series of obsolete laws. One of the amendments was an exemption for a provincial lottery. Montreal mayor Jean Drapeau created a “voluntary tax” where players would pay $2 for the right to participate in a raffle that rewarded winners with silver bars instead of money. A few months later the Quebec Supreme Court ruled that the lottery was legal. The monthly draws continued without a hitch.
