Laos has a legal state lottery, but the government has lost control of it to business interests with close ties to its ruling elite. The companies involved are not publicly disclosed, but a source who spoke on condition of anonymity told RFA that they include people from the families of former prime minister Thongsing and former president Khamtay Siphandone. The sources say the businesses receive concessions to run the national lottery for free, but do not pay the state the required amount in taxes. They are not required to disclose how much they spend on advertising or how many people they employ. They also do not have to submit reports to the government.
