Lotteries became a common source of revenue for municipalities, and they grew in popularity as more people were exposed to television advertising, which encouraged them to play. Instant lottery tickets were introduced in the 1970s, and are now a major component of the lottery industry worldwide.
In Laos, the state-owned Loteria y Apuestas del Estado controls the national lottery. Drawings are held three times a week. The winning numbers often disappear from purchased tickets, and the results are rigged to avoid large pay-outs. Several local residents told RFA’s Lao Service that lottery officials manipulate the system in order to avoid large pay-outs.
A few months ago the Office of the Prime Minister sent a directive to the Ministry of Finance, overseeing the country’s legal state lottery, asking it to work with the ministry to improve the operation. It also called for drawing frequency to be reduced and for prize winnings to be handled in a more transparent manner. It also recommended that informal football lotteries and lottery chances sold through mobile phone short messaging services be closed down.
For many poor Vietnamese, selling lottery tickets is their only source of income. On really lucky days, a ticket seller can make up to 230 000 VND (10 US-Dollars), enough to cover daily living expenses and food for the family. Unlike many other Asian nations, Vietnam’s social security systems are not yet capable of handling the amount of people living below the poverty line. As a result, selling lottery tickets is viewed as an acceptable alternative to the socially detested act of begging. For some, like single mother Huong, it is the only way to feed her newborn baby. Despite the difficulties, she chooses to continue her job rather than accept welfare.
