These scams target consumers with varying degrees of sophistication, from unscrupulous retailers who sell lottery tickets to unsuspecting victims who purchase chances to win the big jackpot through short messaging services. They also prey on vulnerable individuals such as the elderly and those with poor computer skills.

In New Zealand, the government controls the national lottery through an autonomous Crown entity, Lotto New Zealand. Profits from the lottery are distributed by the Lottery Grants Board to charitable and community organizations. Some of the largest beneficiaries include Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission.

In Vietnam, where the social security systems aren’t yet fully developed, many of the less fortunate citizens make their living selling lottery tickets to help supplement their incomes. For Huong, a pregnant single mother in Saigon, it’s her only way of making ends meet. On good days she can make up to 230 000 VND, about 10 US-Dollars. She starts her day at 5 am, with a breakfast of rice and vegetable soup, and works a 16-hour shift. During this time, she is accompanied by her husband, Manh. The two earn enough to support themselves, but they are still not able to make enough to support their child’s future.
