Although gambling is illegal in Laos, private business interests have been allowed to operate several casinos in the Special Economic Zones that are leased out by the government to promote foreign trade. In addition, Laos citizens are allowed to gamble at numerous offshore online casinos, and they can do so without the risk of being caught by local authorities.
