The Lao government is trying to crack down on illegal state-level lotteries, sources tell RFA’s Lao Service. A directive from the office of Prime Minister Thongloun Sisoulith on Aug. 17 asked the Ministry of Finance, which oversees the country’s legal state lottery system, to work with the police to better manage the issue. The directive also called for reducing the number of state lottery drawings from two to one per week and handling winnings more transparently. It also ordered the elimination of informal football lotteries and lottery chances bought through short messaging services.
Some officials are concerned that private business interests are rigging the state lottery, as they do not always pay out large amounts of money. Some of the companies responsible for the lottery have ties to the nation’s ruling elite, a source told RFA on condition of anonymity.

The social security systems aren’t capable yet to handle the amount of people who live below the poverty line. Therefore, these people chose selling lottery tickets over the socially detested act of begging. On a good day, a lottery ticket seller can earn up to 230 000 VN-Dong (about 10 US-Dollars). For example, Huong, a single mother living in Saigon, sells about 250 tickets a day, earning her and her husband a daily profit of around 11 US-Dollars. Those are not big profits, but they are enough to support themselves and their baby son. Huong’s husband, Manh, accompanies her during her 16-hour shift and helps with the selling.
