In Canada, the purchase of a lottery ticket was illegal until 1967 when the Liberal government introduced a special bill—an Omnibus Bill—to bring up to date a number of obsolete laws. The law allowed the city of Montreal to introduce a voluntary lottery tax in which players paid $2.00 for a chance to win silver bars, not cash. The winners of the prize were chosen by a drawing, and the tax was designed to be a source of revenue to offset the city’s budget deficit.
New Zealand has a national lottery, Lotto, which operates as an autonomous Crown entity within the country. The profits from Lotto are distributed by the Lottery Grants Board, which gives money to a number of community and sports organizations including Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission. A small portion of the funds are also allocated to education.
While the legality of lottery online is still a matter of debate, the industry has exploded in popularity since the advent of Internet technology. Various websites now offer lottery-style games, such as roulette and poker, for free or for a fee, and some even have the ability to track winnings. This has made some traditional casinos less profitable, and some have even closed down altogether.
A major concern is that these sites are able to avoid taxes and other legal obligations in many countries, making them difficult to police. While Laos does not have a national lottery, its government is cracking down on informal football and lottery-style lotteries that take place outside the state system. The Ministry of Finance has issued a directive calling for the state lottery to work with the ministry of public security to reduce the number of drawings, and to make sure that winnings are awarded fairly. In addition, officials are looking at the possibility of implementing a national licensing system to prevent foreign investment in the sector. However, the directive has yet to be implemented, and authorities are unclear on how they will enforce its provisions. A spokeswoman for the ministry, Sila Viengkeo, told RFA’s Lao Service that accusations of a state lottery system that lacks transparency are unfounded. The office of Prime Minister Thongloun Sisoulith has not yet responded to RFA’s request for comment.
