The directive also stated that informal football lotteries and lottery chances sold through mobile phone short messaging services should be closed down.

However, it is alleged that business interests with connections to the country’s ruling elite are able to manipulate the system and prevent large pay-outs from being made. In one example, the winning number for the Oct. 14 drawing was 509, but it suddenly appeared as only five on tickets bought throughout the day of the lottery, a Lao resident told RFA’s Lao Service. This is a common occurrence during the lottery’s weekly drawing.

For many poor Vietnamese citizens, selling lottery tickets is their only source of income. The social security systems of Vietnam are not yet capable of handling the growing numbers of the nation’s less fortunate. Many people would rather sell lottery tickets than engage in the socially detested act of begging. On good days, a lottery ticket seller like Huong can earn 230 000 VN-Dong ($10 US-Dollars), enough to support her pregnant daughter and herself. However, the daily profit is not guaranteed, and many lottery ticket sellers struggle to survive. They start their day at 5 am, and on some days they must work up to 16 hours.
