Drawings sometimes show numbers that have vanished from purchased tickets or are deemed unlucky, a source told RFA’s Lao Service on condition of anonymity. For example, the winning number in Oct. 14’s drawing was 509, but it disappeared from tickets sold throughout the day. In an attempt to control the rigging, the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 requiring the Ministry of Finance to work with the Ministry of Public Security on a plan to improve transparency.
