Lottery officials in the communist country of Laos are rigging the system, manipulating winning numbers to avoid large pay-outs, sources in the city of Vientiane tell RFA’s Lao Service. Often, the numbers shown in lottery drawings disappear from purchased tickets, and other unlucky numbers are added to the draw so that fewer people will win the top prize. In one case, the number 09 was shown as 509 on tickets sold throughout the day of a drawing but was changed to 662 only 10 minutes before the actual drawing took place. The rejiggering is designed to keep winnings small enough to avoid political uproar and public anger.
There are currently four nationwide Canadian lotteries, operated by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their respective provincial and territorial governments: Atlantic Lottery (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Nunavut, Yukon), and Manitoba Lottery and Gaming Corporation (Manitoba). In addition to these nationwide lotteries, there are a number of private companies that offer online gambling and lotto games.
The Lottery encourages responsible play and discourages minors from playing. To play the Lottery, you must be at least 18 years old and have a valid ID. You can use a state-issued driver’s license or another photo identification to prove your age and identity. If you’re a winner, you can redeem winning tickets at any Expanded Cashing Authority Program retailer or Lottery headquarters. You must present your Social Security or Federal Tax ID number and a photo ID to claim prizes over $600.
While there are a number of private lottery companies operating in the United States, most operate at the state level and are licensed by their respective governments. In addition to offering traditional state-run lotteries, many of these companies also provide online services and mobile apps for players to participate in their favorite lotto games from anywhere in the world.
