In Laos, the communist country where gambling is illegal, officials in charge of the state lottery system are rigging the drawing process to avoid large pay-outs. Drawings often show numbers that vanish from purchased tickets, or are deemed unlucky and unlikely to be chosen, sources in the capital Vientiane tell RFA’s Lao service. For example, on Oct. 14 this year, the winning number 509 appeared only as a 5 on tickets sold throughout the day of the drawing. It later changed to a 09, which is the number associated with buffalo, a symbol of good luck in Laos.
Amid such widespread concerns, the Lao government on Aug. 17 issued a directive ordering the Ministry of Finance, which oversees the state lottery, to improve transparency in the way it conducts its operations. It also ordered that the drawing frequency for the state lottery be reduced from two to one per week, and that informal football lotteries and the sale of state lottery chances via short messaging services be shut down. The directive was accompanied by a promise that a task force would be established to address complaints from lottery players and the general public.
