At the same time Montreal Mayor Jean Drapeau, seeking to recoup some of the money spent on the World’s Fair and subway system, announced a “voluntary tax.” For $2.00 he would offer people the chance to participate in a monthly drawing for a prize of silver bars, not cash. While this ‘voluntary tax’ was controversial, it did not contravene Canadian law.

The government of Laos is cracking down on illegal gambling, with a directive sent to the ministry overseeing the state lottery on Aug. 17. It orders that the number of state lottery drawings be reduced to one per week and that the results be handled more transparently, according to RFA’s Lao service. It also bans informal football lotteries and lottery chances bought via short messaging services. Accusations that the state lottery is rigged have been heard before, but the new directive makes it clear that the government is serious about eliminating illegal gambling in the country.
