The Lottery for Arts is a non-profit organization that sells art works and tickets to help fund arts education and outreach programs at Blue Line Arts. The organization is governed by a board of directors that includes representatives from the community, the arts, business, education and government. Proceeds from the event are used to provide grants to artists and support the development of new and emerging arts education and outreach activities.

Lotteries are legal in many countries and are a popular form of gambling. The prizes range from cash and merchandise to sports teams and concert tickets. A number of governments regulate and tax lottery profits to ensure fairness and transparency. Some even require that the profits be redirected to social welfare programs and education.

In communist Laos, the national lottery has been accused of rigging its system to avoid large pay-outs, according to RFA’s Lao Service. Drawings often show numbers that appear on purchased tickets only briefly or never at all. For example, the number 09 disappeared from tickets sold throughout the day of a drawing held Oct. 14 and reappeared as 5 only 10 minutes before the drawing was announced, a source in Vientiane told the service.

A few weeks ago Montreal Mayor Jean Drapeau, struggling to recover money spent on the World’s Fair and a subway system, launched a “voluntary tax.” Players could pay $2.00 for a chance to participate in a draw with a $100,000 prize. While the federal government questioned the legality of this tax, Quebec’s municipal authorities refused to give it up.

The Lao deputy finance minister told the service that accusations of a lack of transparency in the state lottery system are unfounded. The state will continue to investigate and improve the way it runs the lottery, he said. The ministry will also work with the private sector to promote responsible gambling.
