For example, on Oct. 14, the winning number 509 did not appear on tickets purchased throughout the day of the drawing, but suddenly showed up only 10 minutes before the results were announced, a source in the capital Vientiane told RFA.

But in recent years, some states have begun to limit the use of lottery funds for these purposes and have imposed stricter regulations on lottery operators.
