In the communist nation of Laos, lottery officials have been accused of rigging the system to avoid paying out large sums to winners. Officials have reportedly manipulated winning numbers on drawings that take place two or more times a week. In recent weeks, the office of Prime Minister Thongloun Sisoulith sent a directive ordering the ministry that oversees the legal state lottery to work with other ministries in addressing the issue. Drawings must be reduced to one a week, and prizes paid out in a more transparent manner. Informal football lotteries and lottery chances purchased via short messaging service must also be closed down, sources told RFA’s Lao Service. The directive also requests that the Ministry of Finance better manage the state lottery.
