Drawings often show numbers that disappear from purchased tickets, or they appear on multiple tickets despite being unlucky, sources say. The number 509, for example, disappeared from tickets sold throughout the day of the Oct. 14 lottery drawing and was not displayed on any ticket bought at the time of the drawing, a source told RFA’s Lao Service.

For most people selling lottery tickets is the only way to earn a living. For single-mother Huong, the profits from her daily lottery sales make it possible to feed and care for her pregnant daughter and give her a stable home in the Vietnamese capital Saigon. On good days she sells 250 tickets, earning a profit of about 11 US-dollars. On bad days she sells fewer than 180 tickets and makes only a few dollars.

In Canada, buying a lottery ticket was illegal until 1967, when the Liberal government introduced an omnibus bill meant to update old laws and allow provincial governments to legalize lotteries. As a result, four nationwide lotteries now exist: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut). Winning tickets may be redeemed at any authorized lottery retailer, and prizes up to $25,000, less offsets and obligations, are paid by check on the day of the draw.
