The company that runs the state lottery in Laos, for example, is owned by members of the family of former Prime Minister Thongsing and former President Khamtay Siphandone. It is unclear how much the company pays for its annual concession to the government. No one knows whether the company complies with the rules of transparency and impartiality that are required of the state lottery, according to sources familiar with the matter.

Huong and Manh are two women who make a living selling lottery tickets in Saigon. On a good day, they sell 200 tickets and earn about US-$11 per sale. Each woman works a 16-hour shift. Their days start early at 5 am with a small breakfast of rice and vegetable soup. They then hustle through the streets of Saigon, hoping to sell as many tickets as possible in order to gain a profit. On bad days, they sell fewer tickets. In either case, it’s a tough way to make a living.
