The online lottery is a worldwide phenomenon and has grown to become one of the most popular forms of online gambling. It allows players to participate in a random drawing of numbers for a prize, often at little or no cost. While many governments have banned online gambling, lottery sites continue to grow in popularity and are legal in some jurisdictions. In the past, purchasing tickets for the lottery was illegal in Canada, but this changed in 1967 when the federal Liberal government introduced an Omnibus Bill to bring up-to-date a number of obsolete laws. The Bill was intended to make it possible for the provinces and territories to establish their own provincial lotteries. The result was the formation of Loto 6/49, Lotto Max (which replaced the old Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life, which are run by five interprovincial corporations—Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut), and British Columbia Lottery Corporation (British Columbia).

While these lottery games are regulated at the provincial level, they are not centralized and operate independently of each other. While this creates a competitive environment, it also helps ensure that each lottery is operating legally. However, some provincial lotteries are accused of rigging the results to avoid large pay-outs, and winning numbers sometimes disappear from purchased tickets during the drawing.

Lao state officials deny these claims and say that the national lottery is well-run and supervised by the government. However, business interests with connections to the country’s ruling elite have a stake in the lottery’s work, and officials are not transparent about this. “I think the company that runs the national lottery should be re-evaluated,” said a Lao official who asked not to be identified.
