Lottery officials in the communist nation of Laos are rigging the system, manipulating winning numbers to avoid large pay-outs, sources tell RFA’s Lao Service. They claim that winning numbers on the nationwide lottery, which takes place three times a week, often appear and disappear from purchased tickets before being announced during the drawing.

Gambling is illegal in most of the country, but there are Special Economic Zones where casino operations are allowed to boost foreign trade. In addition to the land-based casinos, there are now a number of online casinos that accept players from Laos. Some of these offer the most popular games, including roulette, poker, and blackjack. The total prize money for the upcoming Hanoi Lotto will be $600,000, and the winners will be announced on Oct. 17. The jackpot is expected to grow even higher if the lottery’s revenue continues to increase. The prize money for the previous drawing, held in November last year, was $13 million. Ticket sales are expected to reach $20 million in the current draw. The jackpot will be doubled if there is no winner, and the lottery has raised over $1.4 billion since its inception. The lottery has become a popular way for Vietnamese to earn income, especially those with limited social security benefits. For some, it is the only source of income. In the capital city of Saigon, where most people buy their tickets, individual sellers can earn up to 230 000 VN-Dong (about 10 US-Dollars) per day.
