In Laos, officials in charge of the national lottery are rigging the system in order to avoid large pay-outs, sources in the communist nation tell RFA’s Lao Service. Drawings for the national lottery, which are held three times a week, often show numbers that have vanished from purchased tickets or are deemed unlucky. For instance, the winning number 509 in a drawing on Oct. 14 this year appeared only on tickets sold throughout the day of the drawing, after which the number reverted to 5.
Officials in the country’s capital Vientiane are attempting to curb the problem. On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the country’s legal state lottery system, requesting that drawing times be reduced and winnings handled in a more transparent way. The directive also said that informal football lotteries and lottery chances bought through short messaging services must be shut down.
In New Zealand, the Government controls the nation’s national lotteries through an autonomous Crown entity known as Lotto New Zealand (formerly the New Zealand Lottery Commission). Its profits are distributed to a wide variety of community and sporting organizations via the New Zealand Lottery Grants Board. In addition, the organization supports international development projects through a separate fund.
In Canada, the provinces and territories run their own lotteries, with four nationwide games administered by the Interprovincial Lottery Corporation: the Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. Winnings may be claimed at any Expanded Lottery Cashing Authority Program retailer or at the lottery headquarters if the prize is over $600. Prizes must be claimed within 180 days of the drawing date. Winners must present a valid government-issued photo ID and proof of social security or tax-payer number in order to receive the full prize amount. In the US, instant lottery tickets are a common way to raise money for non-profits and charities. These are typically sold through convenience stores, gas stations, supermarkets and discount outlets. In addition, online instant games are increasingly available.
