In the past, these private companies have been criticized for their lack of transparency and accountability. But the latest directive issued by Prime Minister Thongloun Sisoulith aims to change that.

The directive requires that the Ministry of Finance, which oversees the country’s legal state lottery, work closely with the Ministry of Public Security to improve the way state lottery prizes are distributed. It also calls for the number of drawings to be reduced from two to one a week and says informal football lotteries and lottery chances sold through mobile phone services must be closed down.

In Canada, where buying a ticket on the Irish Sweepstakes was legal, there were debates in parliament over whether this constituted a lottery. The Minister of Justice argued that it was, but the mayor of Montreal countered that it did not contravene Quebec law. In September 1967, the federal Liberal government introduced a special bill to bring its gambling laws up to date, and this included an amendment concerning lotteries.
