The lottery is a popular activity in Canada, where prizes of up to $25,000 are paid by check. For example, on Oct. 14 this year, the winning number 509 was a common number associated with buffaloes and believed to bring good fortune, but it disappeared from the purchased tickets during the drawing and reappeared only an hour before the draw, a source told RFA’s Lao Service.

Some private business interests have a stake in the national lottery and are using their influence to manipulate the results, RFA’s Lao Service found. Some of these companies have connections to the ruling elite, including the families of former prime minister Thongsing Bouphavanh and ex-president Khamtay Siphandone. Those companies should be banned, RFA’s source said. “Private business interests should not be responsible for the national lottery, because the drawings can’t be trusted,” he added.
