In the communist nation of Laos, the state-owned lottery company has been accused of rigging drawings in order to avoid paying out large sums to winners. Sources in the capital city of Vientiane have told RFA’s Lao Service that numbers that appear in winning combinations are sometimes manipulated to make them less likely to be picked. For example, on Oct. 14 this year, the number 509 was listed as a winning number, but it later changed to 9 on purchased tickets after the draw.

Vilasack Phommaluck, a Finance Ministry official who serves on the committee that oversees the state lottery, dismissed the allegations, saying that behavior like blocking certain numbers or not selling some types of tickets is outside the scope of his committee’s authority. He added that the committee may change some of its policies in response to concerns raised by lottery players. The drawing frequency of the state lottery may be reduced from two times a week to one, he said. In addition, the committee will also look into ways to improve transparency. Earlier this month, the prime minister’s office sent a directive to the ministry requesting that these changes be implemented.
