Each of these lottery commissions is owned by its provincial or territorial government. In addition, the Isle of Man participates in the UK National Lottery and EuroMillions.
While the national lottery is officially a state-run operation, business interests with connections to the country’s ruling elite are accused of manipulating the results. For example, the winning number in an Oct. 14 drawing was 509, but this number often appeared as just a five on purchased tickets. Moreover, the winning number on a ticket bought at a street vendor often changed to another number only minutes before the drawing.
To counter this, the office of prime minister Thongloun Sisoulith sent a directive on Aug. 17 requesting that the ministry overseeing the legal state lottery work with police to investigate and address allegations of corruption. In addition, the directive stipulates that drawings must be reduced from two to one a week and that winnings must be handled in a more transparent manner.
