Lao state official Sila Viengkeo, a deputy finance minister, told RFA that the new rules will be strictly enforced. But he dismissed claims that the state lottery system lacks transparency. He added that business interests with a stake in the lottery’s work include persons who have connections to the country’s ruling elite.
The first modern national lottery in the world was created by Francis I of France in or around 1505; it was called a “public lottery for the Paris municipality” and later renamed to the Loterie de L’Hotel de Ville (or “Loterie de La Tour-de-Ville”). Private lotteries continued to flourish throughout Europe until they were banned in the late 17th century.
After being banned for two centuries, lotteries reappeared as public or “voluntary taxes” in cities such as Montreal and New Orleans.
