There was an argument over whether the lottery was a “voluntary tax.” The Minister of Justice argued that it was a form of a gambling operation, but Mayor Jean-Raymond Drapeau defended it, saying that it did not contravene federal law.

Today, Canada has four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. These games are administered by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Yukon, Northwest Territories and Nunavut). The government does not manage these lotteries directly but is involved in regulating the industry through legislation, regulation and enforcement.
