While lottery games are legal in some countries, others prohibit them altogether. In the United States, lotteries are overseen by state governments, and players must be at least 18 years old to participate. However, online gaming laws are less restrictive and many sites offer lottery-style games for free or for a premium on the base lottery price. These games are often operated by GTech Corporation, a company that claims to manage 70% of worldwide online lottery business.

In the communist country of Laos, state lottery officials have a history of rigging the system, allowing certain numbers to disappear from purchased tickets or to appear more frequently than others. A drawing on Oct. 14 this year, for example, showed the number 509, but the number vanished from purchased tickets throughout the day and was only restored shortly before the scheduled drawing, a source told RFA’s Lao Service.

The office of Lao prime minister Thongloun Sisoulith has recently sent a directive asking the Ministry of Finance, which oversees the country’s legal state lottery, to work with the Ministry of Public Security to deal with the problem. The directive calls for the reduction of drawings to one per week and for a more transparent handling of winnings. It also asks that informal football lotteries and lottery chances sold via short messaging services be closed down.

While gambling is illegal in Laos, the country allows some private companies to run lottery systems in special economic zones that are leased out by the government to boost foreign trade. A privately run lottery called the Health Lottery launched in 2011, and sells tickets for 9 000 VN-Dong (40 US-Cents). On a good day, ticket seller Huong can make up to 250 million Vietnamese Dong from her 16-hour shift selling tickets to commuters.

In Canada, buying a lottery ticket is legal as long as the game is played within a provincial government’s jurisdiction. The Interprovincial Lottery Corporation oversees four nationwide games: Lotto 6/49, Lotto Max, Daily Grand and Millionaire Life. The corporation is owned by the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador), Loto-Quebec (Quebec) and Ontario Lottery and Gaming Corporation (Ontario). The provinces of Alberta, Manitoba, Saskatchewan and Yukon control their own lottery commissions.
