In the late 1960s, Montreal mayor Jean Drapeau sought to recoup money spent on the World’s Fair and the subway system by introducing a “voluntary tax.” He argued that the tax did not violate federal law, as it did not force people to purchase tickets. However, the Minister of Justice argued that the tax was a lottery and therefore illegal. In the end, the Quebec Appeal Court ruled that Drapeau’s lottery was not legal.
