Lottery online is a form of gambling which uses numbers in a random drawing to determine the winner. In 1968 Montreal Mayor Jean Drapeau proposed a “voluntary tax” on lottery plays, which was designed to recover some of the costs of the World’s Fair and the subway system. While the Minister of Justice alleged that this tax was a lottery, the mayor responded that his plan did not contravene the Omnibus Bill.

In the communist country of Laos, lottery officials are accused of rigging the system to avoid large pay-outs. In addition to manipulating the drawings, they are also accused of censoring winners. Sources in Laos tell RFA that winning numbers appear on purchased tickets during the drawing but disappear soon afterward. In October, a number that appeared as 509 during the drawing was suddenly replaced with 9, and access to this number was restricted for the rest of the day, Lao sources told RFA’s Lao Service.
