Lottery is a game of chance in which participants choose numbers and hope to win a prize. Depending on the type of lottery, the prizes can be cash or goods. Most of the world’s countries have some form of national or state-controlled lotteries. Some states run a single national lottery, while others have multiple lotteries. The state-run Lottery of Liechtenstein was the first to introduce Internet gaming and processed the first online lottery transaction. It operates the world’s first Internet lottery site, PLUS Lotto, and supports charitable projects and organizations domestically and internationally. It has been a leader in the field of lottery technology for more than two decades.

In 1967 the Canadian federal Liberal government introduced a special law known as an Omnibus Bill. It was designed to bring several obsolete laws into the current legal system and included a clause allowing provinces to establish lotteries. Montreal’s mayor Jean Drapeau, eager to recoup money spent on the World’s Fair and the new subway system, offered a voluntary tax in which for a $2.00 “donation” players could participate in a monthly drawing that would award silver bars instead of cash. The Supreme Court of Canada ruled the scheme illegal, but the Montreal City Council did not give up the struggle.

On Aug. 17, the office of Lao prime minister Thongloun Sisoulith sent a directive asking the Ministry of Finance, which oversees the country’s legal state lottery, to work with the Ministry of Public Security to better manage the problem of informal football lotteries and the sale of lottery chances bought via short messaging service (SMS). The directive called for drawings from the legal state lottery to be reduced from two to one per week and stated that the handling of winnings must be more transparent.

A source in the capital Vientiane who spoke to RFA on condition of anonymity said that lottery officials in the communist nation are rigging the system by manipulating the results of drawing. Drawings, for example, often show numbers that vanish from purchased tickets or are deemed unlucky. The number 509, for example, appeared only as a five on tickets sold throughout the day of the Oct. 14 drawing, while it was shown on radio as 134 an hour before the drawing took place.
