In Laos, the lottery is rigged by private business interests with connections to the country’s ruling elite, sources told RFA’s Lao Service. Drawings for the national lottery are often marred by irregularities, including disappearing numbers from purchased tickets. For example, the number 509 appeared only as a 5 on tickets sold on Oct. 14 this year, despite a huge number of people seeking to pick the rare combination.

For many poor Vietnamese people, selling lottery tickets is their only source of income. They choose this over the socially detested act of begging. For Huong, a single mother who sells tickets in the capital city of Saigon, the lottery is how she and her husband feed their family of three. On a good day, she can sell around 250 tickets a day. This is enough to cover their food expenses, but not their rent or electricity bills. Huong and her husband work long hours to ensure they can make ends meet.
