The communist country of Laos is accused of rigging its national lottery system, with officials manipulating the results of drawings in order to avoid large pay-outs. Sources in the capital Vientiane tell RFA’s Lao Service that drawing results often show the same number repeatedly, or that the same number appears and disappears from the purchased ticket. For example, the winning number of Oct. 14 this year was 509, but that number suddenly appeared only as a five on tickets sold throughout the day of the drawing.
Those who run the nation’s public lotteries, including the Lao Lottery, are said to be in close business relationships with members of the country’s ruling elite. The business interests that manage the lottery are not disclosed, and no one oversees them. A government official speaking on condition of anonymity told RFA that it is time to reclaim control of the lottery from private business interests.
