Selling lottery tickets is a good way for poor Vietnamese people to earn money. Since social security systems in Vietnam aren’t able to cope with the needs of many less fortunate citizens, they choose to sell lottery tickets rather than engage in the socially detested act of begging. On lucky days, lottery ticket sellers can make up to 230 000 VN-Dong (10 US-Dollars) a day, which is enough to sustain themselves and their families.
However, lottery sales have recently dropped dramatically because of the controversy over the integrity of the drawings. Some critics have charged that lottery officials are rigging the system by manipulating winning numbers, and allowing people to buy tickets that will never win. For example, the number 509 appeared only on tickets purchased throughout the day of a drawing on Oct. 14 this year, while other numbers were displayed only on tickets bought later in the day. This prompted the office of Prime Minister Thongloun Sisoulith to send a directive to the Ministry of Finance, which oversees the country’s legal state lottery, on Aug. 17 asking it to work with the Ministry of Public Security to better manage the problem.
