A drawing on Oct. 14 showed the winning number 509, but that number disappeared from ticket purchases throughout the day of the drawing, the source said. The source added that the business interests responsible for the lottery include members of the nation’s ruling elite. He would not say how much these business interests pay for the privilege of managing the lottery.
