Lotteries are a form of gambling in which numbers are drawn to determine winners. The prizes can be anything from cash to goods. In 1967, the federal Liberal government introduced a special law (an Omnibus Bill) intended to bring up-to-date a number of obsolete laws, including the one on lotteries. This law permitted the sale of tickets for lotteries, but it did not make the games themselves legal.

A variety of Internet companies now operate online lottery-style games. Some of these services provide only the opportunity to purchase tickets for the drawing, while others offer additional products such as scratch-off tickets and sports betting, often at premium prices. GTech Corporation, a company headquartered in West Greenwich, Rhode Island, claims to manage 70% of the worldwide online and instant lottery business, according to its website.

The number of private and state-run lotteries in the world is surprisingly diverse. Some are small, with only a few hundred thousand active participants; others have millions of customers and are among the largest online lotteries in the world. Many of these sites are regulated and operated by state-sanctioned entities, but some have no official connection to any government.

Laos has an official state-run lottery, and the government is working to improve transparency in its operations. However, allegations of bribery and corruption persist. Moreover, officials have not explained why access to the official lottery website was cut off on Oct. 11, and it was restored only an hour before the scheduled lottery drawing.

Although gambling is illegal in Laos, some people have found ways to circumvent the law by playing in foreign casinos. The following casinos accept players from Laos and feature a variety of casino games. Many of them are also available in mobile form. The majority of these websites are based in Europe and accept payment via credit cards.
