For example, on Oct. 14 this year, the number 09 appeared only as 5 on purchased tickets throughout the day before the drawing, but suddenly changed to 134 just an hour before the drawing was to take place.

A few years ago, Montreal Mayor Jean Drapeau, in an effort to recover money spent on the World’s Fair and a subway system, introduced what he called a “voluntary tax.” He argued that his tax did not violate federal law because it was voluntary and the prizes were given in silver bars rather than dollars. However, Quebec’s minister of justice objected, arguing that it was still a lottery.
