The lottery is a form of gambling in which people purchase tickets to win prizes based on chance. Some governments outlaw it, while others endorse and regulate it. The number 09 is associated with the cat in Laos’ culture, so it is a lucky number for thousands of people who play the country’s thrice-weekly national lottery. But questions have arisen over whether lottery officials are rigging the game by making numbers vanish from purchased tickets. For example, on Oct. 14 this year, the winning number was 509, but the 09 disappeared from tickets sold throughout the day of the draw.

One Lao lottery salesman who spoke to RFA’s Lao Service said the company that runs the national lottery knows what numbers people choose and can manipulate them. He added that he has seen this happen before. The finance ministry’s Vilasack Phommaluck told RFA that some changes have been made to respond to earlier allegations of rigged drawings, including cutting the number of drawings back to once a week.

Lottery software can be used to predict the outcomes of future drawings, or even determine if a particular lottery game is rigged. This technology is widely used in the US, and a variety of companies are selling it to lottery operators around the world. The most popular type of lottery software is from a company called GTech, which claims to have a 70% share of the worldwide market for online lottery products. The company’s software is based on a mathematical formula and can detect patterns in past results.
