Lao lottery officials are rigging the system, manipulating winning numbers in order to avoid large pay-outs, sources in the communist country say. The national lottery, which takes place three times a week, often shows numbers that disappear from purchased tickets or that are deemed unlucky and unlikely to be chosen, the sources tell RFA’s Lao Service. For example, on Oct. 14 this year, the number 09 was printed on tickets throughout the day before the drawing, but it disappeared from the winning numbers list shortly before the draw.

The official in charge of the country’s legal state lottery has issued a directive requesting that the ministry overseeing the lottery work with the police to ensure the results are more transparent, RFA’s Lao Service learned. The directive, sent to the lottery department on Aug. 17, also stipulates that the number of drawings must be reduced from two to one a week, and that informal football lotteries and lottery chances sold via short messaging services should be shut down. It is not yet clear when those changes will be implemented.
