These lotteries are run by the Interprovincial Lottery Corporation, a consortium of the five regional lottery corporations owned by their respective provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut).

The world’s largest lotteries are the state-owned Spanish Christmas lottery, managed by Loterias y Apuestas del Estado, and EuroMillions, which is operated by Camelot Group. Both lottery games are regulated by the European Union’s Gambling Commissioner and operate within strict rules. In addition, they are subject to local laws and regulations.

In Vietnam, lottery sales have become a major source of revenue for the government. In the city of Saigon, there are more than 20,000 lottery sellers. On a good day, Huong sells 250 tickets for a profit of 10 000 VN-Dong (40 US-Cents). Her husband Manh accompanies her on their 16-hour shift selling lottery tickets throughout the streets of Saigon.

Officials in the communist country of Laos are rigging the national lottery by altering winning numbers, sources in the Southeast Asian nation tell RFA’s Lao Service. For example, the winning number in a recent drawing was 509, but on purchased tickets, the number appeared only as 5. The same happened when a winning number of 134 vanished from bought tickets before the drawing was held.
