Lotteries are games of chance in which a person can win a prize if their numbers match the winning combinations. They are popular around the world and can be played both online and in person. The majority of lottery revenues are derived from ticket sales. The remainder is used for public service. Some states even use lottery profits to fund public education systems. There are also private lotteries that offer prizes for a small fee. Typically these private lotteries are operated by computer systems such as GTech Corporation, which claims to administer 70% of worldwide online and instant lottery business.

The legal status of lottery-style games is a complex matter that depends on the jurisdiction in which they are offered. In the US, state governments regulate the operations of lotteries through a combination of licensing, advertising restrictions and rules on game play. Nevertheless, the proliferation of online gambling means that many Internet sites provide services that would be illegal in a brick-and-mortar gaming establishment. These include online lotteries that charge a premium on the base lottery price, as well as private services that act as middlemen between the buyer and seller of tickets.

In Canada, there are four nationwide lotteries operated by a provincial or territorial government: the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon and Northwest Territories). A spokesman for the government of Laos, which has legalized casino gambling in Special Economic Zones to boost foreign trade, says that the country’s legal state lottery is operated by the Ministry of Finance. He urged people to choose their numbers responsibly. The official said that the ministry will continue to work with the police to crack down on illegal activities in the country’s gambling industry.

The official said that the ministry has received complaints that there are irregularities in the state lottery. For example, an anonymous source told RFA’s Lao Service that access to the number 134 was cut off on Oct. 11, shortly before the drawing was held. The number was restored only about an hour before the drawing.

For poor Vietnamese people selling lottery tickets is often the only way to support themselves and their families. The social security systems in Vietnam aren’t yet capable of supporting the country’s large population of less fortunate citizens. As a result, many poor people prefer to sell lottery tickets over the socially detested practice of begging. On good days a lottery seller can earn up to 230 000 VN-Dong (10 US-Dollars). This is enough to survive as Huong, a single mother of a baby boy, explains. Huong and her husband Manh work a heavy 16-hour shift at their Saigon stand each day. On the weekends they relax in their home near the Mekong river, where Huong is pregnant again.
