Lotteries are public games of chance in which participants have a chance to win a prize based on the drawing of numbers. They are sometimes called state lotteries or national lotteries, and they are regulated by law. They are popular throughout the world and can raise large amounts of money for public causes. Prizes can range from cash to goods, and in some countries, lottery winnings are not taxed.
Laos has a legal state lottery, run by the Ministry of Finance. However, officials there have been accused of rigging the system to avoid large pay-outs. For example, the number 509 — associated in Laos with the buffalo, a symbol of good luck – disappeared from purchased tickets during the Oct. 14 drawing. It reappeared only an hour before the drawing, a source with direct knowledge of the situation told RFA’s Lao Service.
Officials have responded to the complaints with directives to address the issue. For example, the office of prime minister Thongloun Sisoulith sent a letter to the ministry requesting that drawing times be cut from two to one per week and that the prizes be handled in a more transparent way. It also requested that informal football lotteries and lottery chances sold via short messaging services be closed down.
In Canada, lotteries are operated by provincial and territorial governments. They include the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut), and British Columbia Lottery Corporation (British Columbia). Until 1967 buying a ticket on a lottery was illegal in Canada. That changed with the passage of a federal bill that was intended to bring up-to-date some obsolete gambling laws, including those related to lotteries.
Unlike traditional forms of gambling, the Internet allows people to play online lottery games. These games are often advertised in social media, where people can easily buy lottery-style tickets for cash and prizes without having to leave the comfort of their homes. Some of these websites allow players to use their smartphones to access the lottery game they want to play.
